Articles 53–55 of the EU AI Act apply to GPAI model providers from August 2, 2025. This is not a future deadline — it is now. Annex XI documentation, transparency obligations, and systemic risk assessment requirements are active.

What GPAI providers are facing

Obligations already in force

GPAI provider obligations apply from August 2025. Unlike the high-risk AI system obligations (August 2026), GPAI providers have no additional runway. If you provide a GPAI model to downstream deployers, your Annex XI documentation and transparency obligations are active now.

Annex XI documentation is complex

Annex XI requires structured documentation of model architecture, training data, evaluation methodology, and known limitations. For large foundation models, this is a significant documentation effort — particularly for models with complex training pipelines and multiple evaluation benchmarks.

Systemic risk classification is unclear

The 10^25 FLOP threshold for systemic risk is a presumption, not a hard cutoff. The AI Office can designate models below this threshold as presenting systemic risk based on capability evaluations. GPAI providers need ongoing monitoring of their model's risk classification.
